Indeed, water is a blessing bestowed
by Almighty Allah (Glorified is He) upon
humans, and they should conserve
it. Similarly, the course of human
development has made electricity an
indispensible source in the modern
age. Therefore, those enjoying such
blessings should properly use it in the
optimum manner.
That is why the state has intervened
in this field and regularly worked on
organizing these two sources in a
manner that leads to conservation
of them. At the level of Abu Dhabi,
Abu Dhabi Water and Electricity
Authority was founded by Law no. 2
for the year 1998 on the regulation of
water and electricity sector with the
aim of supporting research for the
developmentofthatsectorintheEmirate
of Abu Dhabi and of encouraging
water and electricity conservation and
effective use of such resources in the
Emirate. So, it laid down legislations
and tools that lay on the shoulders of
the consumer benefiting from them.
Hence, a consumer has many duties
just as he has many rights that should
be provided for them until the service is
supplied by the licensed authority in a
safe, secure and constant manner. The
following are only examples of such
duties that a consumer should observe:
1.
A consumer should rationalize
consumption of water and electricity
through following directives and
instructions disseminated by AADC
through various media and social
networking.
2.
A consumer should abide
by registering water and electricity
accounts of his property under his own
name toguarantee continuity of service,
through signing the service supply
agreement and updating consumer
data.
3.
Aconsumer shouldnot tamper
with water and electricity assets (water
and electricity meter, cables, service
boxes).
4.
A consumer should pay water
and electricity bills in a timely manner.
5.
A consumer is prohibited to
implement or allow any other person
to implement illegal electrical works in
their installations.
6.
A consumer is prohibited to
obtain or allow any other person to
obtain water or electricity services of
the company in an illegal manner.
7.
Aconsumer isprohibited tosell
water or electricity through the service
provided for him by the company or
through the company network to any
other person.
8.
A consumer should adhere to
the regulations and standards imposed
by the (water and electricity) service
providing authority upon applying for
the service.
As for the consumers rights, which
represent the service providing
authority’s commitment, they constitute
the following:
1.
Guaranteeing
proper
continuity of (water and electricity)
service supply in a safe, securely and
environmentally
friendly
manner.
2.
Disconnecting service from
people with health issues listed in the
company
register.
3.
Verifying soundness and
quality of electrical connections.
This is all meant to ensure proper
functioning, AADC laid down
regulations, policies and rules to
organize and facilitate the supply of
water and electricity to consumers,
and to guarantee continuity of service
to customers. It is based on policies
deriving force from lawno. 2 for the year
1998 on regulating water and electricity
sector in Abu Dhabi, which stipulates in
its amended 42nd article:
1.
develop, maintain and operate
safe, efficient and economical water
and electricity distribution systems;
2.
offer toenter intoanagreement
with relevant persons for connection
to its distribution system, use of such
systemand to provide a supply of water
and electricity;
3.
develop, maintain, review
and modify distribution codes for the
distribution of water and electricity;
and procedures for the economical
and efficient distribution and supply of
water and electricity.
